Default Can't send email from Outlook?

For some reason, we can't reach our smtp server from Outlook (2002) on one
computer. The user was using Outlook Express and all settings worked fine. We
then imported the internet mail settings to Outlook without changing
anything. But everytime we test the settings or try doing a send/receive,
Outlook fails. We went back into Outlook Express to test the smtp settings,
password, etc. and it is all setup identically. What could be causing Outlook
to fail? I have checked for Internet content filters (i.e. Norton Personal
Firewall, etc.) that could be blocking applications trying to access the
internet, but there aren't any.
