Default checking for mail automatically when outlook opens

For most users in our office, Outlook checks for and pops mail off the server
as soon as you open it. For other users, you have to do a manual
Send/Receive. I can find no differences in their settings. Is there a way to
configure Outlook to automatically check for mail when it opens up? What else
could be causing some users to have to do it manually? Our pop3/smtp server
is a Cobalt MailQube, if it matters.

This contains options about automatic send/receive while outlook is open or
while exiting, but I cannot find any settings for making outlook perform a
send/receive automatically upon opening.
