setting for e-mail for charter.net

I am unable to get or send messages in outlook. I have charter.net as my
service provider, and my messages are received there, but they will not go to
outlook.
On the bar on the outlook page I dont have to option to receive or send
mail. How can I set this up. Charter says that it is a Microsoft problem
since their side works. I have had this working before but my computer
crashed and now it wont
