Can't get email to send/receive

Earthlink is my ISP and I have set up an Earthlink email account with all the
right entries and made it my default account in Outlook 2003. The test to
see whether or not it communicates works with no error messages. However, I
have no send/receive button and cannot send or receive any email. I've
followed the Earthlink and Outlook instructions exactly and still can't make
it happen. I've even "repaired" Office 3000 PE with the original disk. Any
ideas?
