Outlook Junk e-mail

I have configured Outlook to permanently delete junk e-mail but it doesn't
work. I have uninstalled Office 2003 Pro and reinstalled it. Still no success
in getting Outlook to do it.

Also I cannot use word 2003 to edit my e-mails even though the boxes are
checked. Any help would be appreciated.
