cannot reinstall after having to reload Windows 98

I had to replace motherboard then reinstall 98SE. Now I
cannot open Outlook, Word, or Excel nor can I reinstall
via CD. I get asked if I want to repair the previous
install which I tried but to no avail. Help please.
