Can not send email

I have been trying to set up a new account with outlook
5.0 running on Windows ME. I can receive email but I can
not send. I get this error message:The connection to the
server has failed. Protocol: SMTP, Port: 25, Secure(SSL):
No, Socket Error: 10051, Error Number: 0x800CCC0E. Any
ideas?? I have sent it up exactly the same for incoming
and outgoing messages.
