Default Outlook 2003 hangs on Migrating Settings

When I try to open Outlook 2003 it hangs on "Migrating
Account Settings"

I have uninstalled the previous Outlook 2000 and re-
installed Outlook2003 and still get this problem.

I have also tried uninstalling the install made by SBS2003
when I first connected this machine to the SBS, and then
installing a fresh copy of Outlook 2003 directly from the
Office2003 disk

Running on Win2000 Prof machine.

Outlook2003 has not yet run successfully on this machine..

Is there any way I can turn off this "migration" feature?
I would be quite happy to set the settings manually..

Any suggestions?
