Default Creating an Account after Reinstall

I had Outlook 2002 and 2003 on my system and was using
Outlook 2003 then I installed the OneNote trial and ALL of
my 2003 software no longer functioned. Since I could no
longer find any Outlook on my computer I decided to
uninstall Office XP and reinstall. Following the
reinstall when I opened Outlook it couldn't find any inbox
so it opened my system folder. Now, when I try to create
an account the 'accounts' section is not even on the file
menu. What do I need to do to get this reinstalled and
recreate my ISP account. Any help would be appreciated.

EIther use Tools | Email Accounts or go through Control Panel | Mail to configure your profile.
