While Outlook isn't running move the file to where you want it. Start
Outlook. It'll complain that it can't find the file and you'll be given the opportunity to direct Outlook to the new location. You'll have to reset your Outlook Bar using the /resetoutlookbar command line switch (once). You'll probably also have to reset any Rules Wizard rules that move your mail to folders.
