Found that it was due to Winfax being installed. Uninstalled Winfax and problem disappeared. |

Thank you, Dan Beckner, the problem was with WinFax. The
Symantec web site acually has a document about the problem (Document ID 2003051616295604). Basically, all versions of WinFax from version 10.02 back are incompatible with Outlook 2003. Since I use WinFax for my work (as well as Outlook) extensively, uninstalling WinFax was not an option.
