I had your exact problem. Found that it was due to Winfax being
installed. Uninstalled Winfax and problem disappeared.

Thank you, Dan Beckner, the problem was with WinFax. The
Symantec web site acually has a document about the problem
(Document ID 2003051616295604). Basically, all versions of
WinFax from version 10.02 back are incompatible with
Outlook 2003. Since I use WinFax for my work (as well as
Outlook) extensively, uninstalling WinFax was not an
option. However, the latest version of WinFax (version
10.03) is compatible with Outlook 2003 and I upgraded to
it and Outlook is running now without problems.
