Default Outlook's Desktop Alert. Is it Accessible?

I haven't found very many posts on this. In fact I can only find 2
and neither where really addressed. In Outlook 2003 there is a
Desktop Alert which alerts the client of incoming emails. Is this
class accessible through visual basic or vba so we can use it? Thanks

Not exposed to code as far as I know. Maybe some hack using the Win32 API's
might work but if it would I have no idea what it would be.
