VBA - Automatically create Outlook 2000 POP Accounts

Hi

in our company, users often need to send emails from many different accouts
(not at same time)

if the account has already been setup for that user, they simply need to set
that account as there default account..then send the emails.

but if it is the first time that user has needed to send emails from that
account...then the user must wait until IT can come and create that account
for them.

Q. using VBA or any other means that could be started or control via
VBA, is it possible to automatically create an account in Outlook 2000
(Internet Only Mode)
