Outlook 2000 Resource Calendar Access

I am trying to give all users access to resource calendars. I've created a
resource user (Conference Room). I logged on to the system as the conference
room, went to tools - options - delegates and gave Staff_Group read access to
the conference room calendar. Only users in the Staff_Group with
adminstrative rights can get to the calendar. I tried adding individual
users, with the same results. When a non-admin user tries to open the
Conference Room calendar they get the message - Unable to display folder.
Calendar folder could not be found. I want users to be able to look at the
conference room calendar so that when it's already been reserved ( they get
the unavailable message when they try to reserve it) they can see who
reserved it and negotiate for it.
Using windows, exchange & OL 2000.
