How do I change the default meeting time scale from 1/2 hour to 1.

How do I change the default meeting time band from 1/2 hour to 1/4 hour? I
know that I can edit the time for a meeting to start at, say, 5:45 by hand
but is there a way to set up 15 minute incriments as a default?

I know I can set up the view to show in 15 minute increments, that's not
what I'm looking for.
