Default Calendar options can not make Sunday the first day of week.

I had to reformat my hard drive and Outlook reverted to Monday as the first
day of the week. I can't get it to go back to Sunday although I have gone
into the tools->options-> calendar options-> and clicked on Sunday for the
first day. Any ideas?

Do you have weekends compressed? right click on the calendar and choose
Other options... uncheck the option to compress weekends.
