Outlook 2003 Meetings

I am using Office 2003/Windows Server 2003/Exchange
Server 2003.

If User1 invites User2 to a meeting, User2 can Accept,
Tentatively Accept, Decline or Propose New Time.

If User2 accepts, the meeting appears in User2's
calendar. However if User2 then drags the meeting to a
new time in their calendar, Outlook does nothing to warn
that User2 will be attending at a different time to User1
(or any other attendee!)

Am I missing something here? Is this a bug or simply
something that Outlook doesn't handle?
