Default Power Users unable to modify folder or files


I'm creating a Windows XP SP2 Image for our company. I have given Power User
rights to all of our domain users. When I log in with an account which has
Power User rights, I am unable to modify, delete, or create a file or folder.
With our Windows 2000 image, that's is not a problem. Is the Power Users
group for Windows XP different from Windows 2000? Can anyone please help?
