There doesn't seem to be any set sort order button or tab.
Is this because I have more than one personal contacts
folder?

Well...maybe the version is different, or the button was
wrong, but i am seeing the following: 'To designte a
contacts folder as an Outlook Address Book, go to the
properties dialog box for the contacts folder. On the
Outlook Address Book tab, select the "Show theis folder as
an E-mail Address Book check box.' Then there is the
option of removing a folder from being an address book,
nothing about sort order.

I don't see that. Could it be because more than one folder
is designated as an address book (Contacts and Personal)?

Both the contacts and personal address books are under
outlook.pst. Those two seperate Address books have no
common contacts. The address book itself (ctrl+shift+B)
can show either one, seperately. They are both listed by
first name in the address book utility, but when in the
contacts tab on the main screen, they are listed by last
name. Any other info you need?

Yes. What do you mean by personal address book? A PAB cannot exist in a PST.
What exactly is listed in Tools > Services?
Why would you need both a PAB and a Contacts Folder? The latter replaced the
former years ago.

It isn't a PAB, just a second address book that we are
calling "Personal," so we can have one book for buisness
emails, and another for non-buisness emails. Here is the
layout of Tools>Services:
