Default Group policy missing

The "group policy" can not be found in available snap-ins when opening MMC
add/remove snap-ins. Windows can not find "gpedit.msc" when I tried to run
this command from the strat menu.

Do you have XP Pro? Gpedit.msc is not available on XP Home.
