Default No permission to view a form?

I have a form that is definitely a work in progress and I e-mailed it to my
boss for review (he works remotely from me). He was able to look at it once
and then got a message that said he did not have permission to view it. What
does this message mean?

What is the exact text of the warning message? What exactly did you mail to
your boss?
