Default Removing Outlook buttons from inspectors

Is it possible to programatically remove buttons from an Outlook Inspector?
For example, at the top of a PostItem inspector there are several buttons
including reply, forward, print, move, etc. Is there a way, in my plug-in,
to remove those buttons from view? They don't have to be gone, and I don't
care if a user adds them back in on their own, I just don't want them to show
up by default.

As always I'm writing C# code in VS .NET for Outlook 2000 and later (but VB
examples are fine)

Thanks
