You can sometimes get that to happen if you publish it again with the
same name. But, if the forms cache is working properly, then it will
not happen because it will just pull the form from the forms cache.

We had this discussion with Microsoft some years ago, but the upshot of
it was that, if you want to be sure that the new elements appear in a
new item of your form design, then you have to include the version
designation in the form name. That is, publish it to a new name. Just
changing the property named VersionNumber does not ensure that the form
will be updated in the cache system. Hence, to make sure that a new
item contains the newest design elements, publish it with a new name.

The downside is that you then have to use a utility to change the
messageclass field of all the old items that were created with that
"form" (sic).
