Default Unable to Deselect Cells in Excel 2000?

I'm currently running Windows XP sp2 on a brand new computer. I installed
Office2000 Small Business. Excel was acting strangely - if I clicked on a
cell, I was completely unable to click anywhere else. I could not deselect
it. Moving the cursor around just selected everything that it scrolled over.
I could not quit except by bringing up the Windows Task Manager and ending it
from there. This occured both when opening the program to a blank spreadsheet
or opening it from a saved spreadsheet (even ones that worked perfectly well
on my old computer). I downloaded all the updates from Microsoft that I could
find, restarted, and the problem persists.

Try re-installing the drivers for your wheel mouse

I re-installed the drivers, and that didn't work either.

Try tapping the wheel a few times. If this doesn't work try a plain mouse
and see if the problem goes away. In all reported cases I've seen it's
tracked back to the wheel mouse
