Default password protect internet options

I need to prevent users from changing the Internet Options when they are
logged on. is there a way to password protect Internet Options so only an
Administrator can make changes?

See www.dougknox.com, Win XP Utilities, Windows XP Security Console. This utility allows you to control this restriction and many others on a per-user basis.
