Default Disabling Pop Up Blockers

I have an online application that REQUIRES pop up capability.

I use Windows XP Home & have installed SP2. In Internet Explorer I have
disabled the pop up blocker in two places (tools, internet options, security,
privacy & advanced. On my Yahoo toolbar & have also disabled the blocker.

After all that, I still can not access this application. I have been told
by the site support that there still must be a blocker on. I do use Norton
System Works, Office XP but have found nothing there.

Can anyone tell me where to look for more blockers?

Add/remove programs? Norton? Why disable the popup blockers entirely at all?
I'd leave one on - probably the Windows one. Just allow the particular site
in the popup blocker's settings.
