not allowed to surf with new account

I set up an account to limit internet access. Even when I turn off Parental
Control I can only go to MSN.com. I cannot serf outside that site-- MSN is
not my ISP.

I have deleted the account and re-created it. I have turned off all
parental controls and have entered exeptions in NIS's exeption box. Still
not allowed.

I can surf with my personal account .
