Default Local Services Not Starting or Hanging

Here is an Anomoly...On a system with a harddrive that has been formatted
and loaded, first with XP-SP2, then XP-SP1, then 2000, SP 4, in each
instance, certain services, namely those associated with svchost are either
not starting or loading slowly or starting then stopping. When going into
the Administrative Tool and clicking on the Local Services snapin, the two
services alway failing to start and returning error messages are System
Restore Services and (in the case of Xp-SP2) Windows Firewall/Internet
Connection Sharing (ICS). Several others include Systemn Event
Notification, Workstation and DHCP Client. These are all set for automatic
starting. Two of these System Restore Services and Window Firewall cannot
be started either from the snapin's start button or from the command prompt.

Any solutions to this delimma will be appreciated!
