Default enegry saver on laptop


I am trying to set the powersaver scheme on a laptop computer with windows
XP. The one that shut down screen and hardrive and finally put it in sleep
mode..
I have the laptop logging in towards a win 2003 server and have a policy on
it.. but can not find anything about the powersaver in the policy. beside
use password on startup from hybernation.
I have tried to log in locally as administrator and set the minutes but it
only affects the admin account and not the users.. and the users does not
have permission to set it themselfs.
is there anywhere in a policy or something i can set that the user can
change this ?
