usb problem - policy problem ?

I have a problem with a USB scanner.
Its only func with an administrator user only, but i need
thaht it func on advanced user at least. I was looking the
policy Editor, and i gave rights to them (load and unload
devices drivers). But it doesn't func.
Someone can help me, please.
