how can i restrict other user of my computer from accessing a specific program?

This setting allows you to specify applications and filenames that users are
restricted from running.

See www.dougknox.com, Win XP Utilities, Windows XP Security Console. With the licensed version you can restrict access to programs on a per-user basis.
