Default New Security Icon

I have found a new icon titled "Your Computer" under the Internet Explorer -
Options - Security tab. I also have no Windows Update option under the IE
Tools menu. Can someone advise what is going on here? I cannot edit the
"Your Computer" settings under Security as everything is greyed out.

Thanks,
John

I updated Norton 2004 Professional and scanned system. No virus or problems
found. There was one Spyware file found and deleted but still the issue
remains.
