Help with user run as on programs

i was debugging my computer w/ norton antivirus and now i
can't open programs without having the user "Run As"
dialog box come up. When it comes up it asks for the
users name & a checkbox indicating that it will bump
security up if used. I need to figure out how to fix
it... can someone help me?
