Default error id 1000 Windows cannot unload your registry file

Windows cannot unload your registry file. If you have a
roaming profile, your settings are not replicated.
Contact your administrator.

DETAIL - Access is denied. , Build number ((2195)).

Windows 2000 SP3 DC keeps getting this message - I
located a kb article which suggests SP upgrade but I
cannot do this at present - does anyone know of a patch
or fix?
