winmgmt.exe popping up every 10 seconds.

I have a small window popping up on my machine after a
power cut (whilst booting). It says WinMgmt.exe failed to
start. I have looked through the knowledge base but cant
find a solution to this perticular problem. I believe I
just need to reload the files used by winmgmt but how do
I go about this?
