After adding the two registry entries you suggested, I am
still unable to resolve the issue. The DHCPServer Events
are 1037,1038, and 1039.

Can someone with access to the registry of a windows 2000
server please tell me what registry entries belong in the
key:
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\Eventl
og\System\DHCPServer
