Error reading setup initialization file

when I try to download the antispam I et this error "Error reading setup
iitialzation file". this is with and without firewall. any recommendaions?

I've seen this error when trying to install an incomplete
download of the installation package. Please try to save
the download locally, and make sure it's
6.23 MB. Then it should run OK.

Did as instructed... downloaded the file on another computer, ran the
program succesfully on the other computer, then tried to run it on my
computer. still same problem (as recommended, verified the file is 6.23 MB)
