I"m still trying to figure out why Steve does as well. But then, he's not
running it as a "server"

I've seen this too. It identifies it as "CoolWebSearch"

It also happens when the server is a Termianl Server, and one of the
Terminal Server Clients has installed this software.

Not only does "It" identify it as spayware" Do a google search on
Tapicfg.exe and see what you get.
