In Windows XP, click Tools > Pop-Up Blocker > Turn Off Pop up Blocker.

Why? There are a few good reasons to turn off a pop-up blocker--usually for
a specific site--some banking sites, for example, depend on a mechanism
which looks like a pop-up to IE for authentication.

The answer depends on what popup blocker you are using--which is why all the
questions about versions, etc.
