Default Offline signatures

Many PCs I see have lost internet conectivity as a result of malware.
Therefore you can't auto update. Is there anywhere to download an update
file?

Yes yes, very clever. So that gets a user's machine back so it can see the
'You are Barred from the network' page, and I'm not unbarring it until it's
clean. Or suppose a PC is too knackered to start in normal mode, and the USB
modem doesn't work in safe mode; the question remains:

Is there/will there be anywhere to download offline signatures? It's useless
without them.
