Menu items are not displaying the access key underscore

The underscores display fine at dev. time but at run time there are no
underscores on the menu items.

What am I doing wrong?

Do they show up by default for any other app? If so then I am not sure the
answer.

Maybe you only see the underlines when you press the alt key?

If so, then you need to enable that option to always show underlines:

RightClick desktop,
Select Appearance
Click Effects button
Uncheck 'Hide underlined letters bla bla'
