Default Windows security

I would like to know how to set up a firewall for windows
98. I ran a security test from Symantec; it said windows
is subject to hackers. Since I have reason to believe
someone may try to hack into it, I would like to protect
this from happening.
Can someone tell me how to do this, or if there is
something else I should do?
Thanks.
