Default Can't access secure websites

Friends:
I now cannot access secure websites (any site that
requires a username/password gives me the "page not
available" alert).
I have downloaded the latest MS Windows updates, emptied
the temporary Internet folders, and made sure the SSL 2.0
and SSL 3.0 boxes are checked in the Internet, Advanced,
Security location of my Control Panel. Still, can't
access. I have Windows 98.
Help! I need to do my on-line banking and I have an on-
line college course beginning in a few days!
AOL support has tried from their end and now says I need
to have Microsoft try to figure it out. But I can't get
through to any service rep at MS.
Thanks in advance for your assistance.

Sorry this is the MS Access (the database program) newsgroup. Try an
Internet Explorer (IE) newsgroup.
