Default Error loading theme, visual sytles

Hi, here is a problem which I believe related to some kind of security
settings mistake.

Problem:
1. In the display properties dialog, I can not set theme to "Windows
Classic". An error dialog with title: "Error Loading Theme", message: "The
theme could not load. Unspecified error. File:
c:\windows\resources\themes\windows classic.theme"
2. Similar to 1, In display properties dialog. I can not set appearance,
screen saver, ... It will show me error message like: the visual style could
not be applied.
3. Open windows explorer, choose: Tools->Folder Options. I tried to change
"advanced setting" at the "View" tab. But my changes can not be saved or
applied. And there is no error message of any kind. Simply, nothing happens
to my changes.

Another thing:
This does not happen to administrator account;
We created a new account, this does not happen too;

All these symptomes make me think that the permission level is somehow
broken for the user.

The only suspecious change we had recently is this:
In windows explorer, tools->Folder Options->View->Advanced Settings. We
unchecked "Use simple file sharing" option. But, even if I change the option
back, it does not seems to help at all.

Is this a known problem? Any idea of fixing this, or what can I do to dig
deeper into this problem.

Thanks,
Guogang

I had the same problem with one user but administrator did not have this
problem. Making the user an admin solved the problem suggesting that
our GPO may need revieing.
