Trying to start WTS with connection bar unpinned

We're using an RDP file with options preset NOT to show
the yellow connection bar, but on some machines it
appears anyway in pinned mode. On others it doesn't, and
we can't see any difference.
Is there some way to fix this so that the session always
starts with the connection bar unpinned?
