Looking for better Remote Control in TS

Does anyone know of a program that would allow me to
delegate shadowing to non-administrators. This would be an
enhanced Remote Control feature that Microsoft provides
within Terminal Services Manager. Am looking for tighter
security by allowing me to authorize certain users the
ability to shadow other designated TS users. Not
interested in purchasing third-party AppSense suite - too
costly. Thanks

Have you checked what you can achieve by editing the standard rdp
permissions?
