Default Win2000 TS Licenses

I have had Terminal Services running on a 2000 server
since October, 35 lic per device, 11 still shown
available. Three thin clients will not connect as of
yesterday. I can remote into other servers on the system
with these clients. I am geting event log of "terminal
server cannot issue license". Have deactivated and
reactivated licensing server, have moved licensing server
from Global domain controller (which is 2003) to domain
controller (which is 2000) and again to local terminal
server after making it a DC. This server is running SP4
which was installed after the licensing was setup. Any
thoughts?

Have you tried to update the thin clients with the latest
firmware?
How do these thin clients show up in your TS Licensing Manager,
with a permanent or with a temporary license?
