TS Security

I have a WIN2K Server and am running TS in application
mode. I would like to be able to configure the users so
they can run only certain programs and they don't have
access to things like my computer and the run command
etc. Can someone tell me how this is done. In the old
days we used policy editor, but from what I have read
there is a different way on 2K.
