I think you are correct. The event log says it can't
issue any licenses. How can I tell which one of my
servers is the terminal server licensesing machine?

The one on which you installed the service ;-)

It sounds as if you don't have a LS at all. Go to your Domain
Controller - Control Panel - Add/Remove programs - Add/Remove
Windows component - TS Licensing service.
After installing, you *must* activate it. After that, W2K Pro and
XP Pro clients will get a free TS CAL from the LS. For all other
clients, you'll have to buy and install TS CALs.
