From Terminal Server CAL Transition Plan FAQ at
http://www.microsoft.com/windowsser.../licensing/tsca
ltransfaq.mspx (URL will wrap):

Q. Is there a choice between a TS User CAL and a TS Device CAL in
the Terminal Server Licensing Transition Plan?

A. Customers who qualify for the Terminal Server Licensing
Transition Plan will be able to choose between a TS User CAL or a
TS Device CAL for each qualifying desktop. This will allow
customers to take advantage of the new TS User CAL option when
Windows Server 2003 is publicly launched on April 24, 2003.
